purchasing a house with a white picket fence in the suburbs. &amp;nbsp;However, a combination of traffic congestion, land use policies, and rising automobile operations cost have eroded the freedoms afforded to suburban dwellers. &amp;nbsp;Now, many young people achieve their American Dream by living in the city and riding a bicycle. &amp;nbsp;This affords access to friends, recreation, arts, culture, and food not possible with an automobile-based suburban lifestyle. &lt;br /&gt;&lt;br /&gt;In the 1950s-1990s, land use and transportation policy acquiesced to the pursuit of the American type='text'>Change in transit commuting for areas around some LA Metro stations, 2000 to 2005-2009</title><content type='html'>I was interested in finding change in transit ridership between 2000 and the 2005 to 2009 period captured in the American Community Survey, so I mapped the ACS2009 5-Year data and Census 2000 data at the block group level, then joined it with station areas, using  area-weighted allocation for any block groups only partially within a 1/2 mile radius area.&lt;br /&gt;&lt;br /&gt;We have a lot of data that is currently being used in research projects, but I wanted to share some of the findings below.&lt;br /&gt;&lt;br /&gt;Which station areas experienced the highest growth in total number of transit commuters?&lt;br /&gt;&lt;br station&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Many of the green line stations in the second table have very few workers in the area, so the numbers are skewed. Sure, attacking a sustainability transit project based on its impacts to is a&amp;nbsp;bastardization&amp;nbsp;of the spirit and letter of CEQA.  Sure, Expo Phase II anticipated lawsuits and knew they had to do a bulletproof analysis of environmental impacts and mitigation measures. I don't think there's necessarily a strong case here, but I'll gladly take their money.  Plus, the weaker the case, the more they have to pay me to develop a challenge which won't get laughed out of court."  &lt;br /&gt;&lt;br /&gt;Regardless of the outcome, Bowman anticipates future business from the NSFR group.  "This group has a thirst for lawsuits.  They also seem to be very concerned about kids mixing with vehicles in the neighborhood.  Any judge will realize that light rail vehicles have professionally trained drivers and can only have pedestrian conflicts within its right-of-way.  Automobiles, however, which encompass the vast majority of vehicle traffic in the neighborhood&amp;nbsp;&lt;a href="http://www.youtube.com/watch?v=P9BUyWVg1xI&amp;amp;feature=player_embedded"&gt;can deviate from the roadway and impact pedestrians in the clear zone&lt;/a&gt;. &amp;nbsp;That seems a lot less safe. &amp;nbsp;I think I can convince them to launch a case to ban vehicles from the neighborhood using an arcane 19th century California law governing carriageways near schoolhouses.  Of course, that would require a lot of legal research and preparation of briefing documents, but I think they're willing to pay me for it. &amp;nbsp;Work is slow for lawyers right now, and NSFR helps keep my firm in business."&lt;br /&gt;&lt;br /&gt;Neighbors for Smart Rail representative Terri Tippet was upset at the setback but took it as a sign that the group needed to raise more money to challenge the project. &amp;nbsp;"If we throw enough money at it, maybe it will go away," said Tippet. &amp;nbsp;"We've raised over $65,000 so far and we'll raise whatever we need to take this to the&amp;nbsp;Appellate&amp;nbsp;Court and California Supreme Court."&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;div style="margin-bottom: 0px; Burbank Media District&lt;/li&gt;&lt;li&gt;Service from Lakeside Plaza Drive Transit Center to Hollywood&lt;/li&gt;&lt;li&gt;Service to operate with 15 minute headways during peak hours and 30 minute headways during off-peak hours&lt;/li&gt;&lt;li&gt;Shuttle system to be guaranteed for 20 years&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;On the surface, this seems like a viable way to shift some trips to transit. &amp;nbsp;However, I have several concerns with the proposed shuttle system:&lt;br /&gt;&lt;br /&gt;&lt;ol&gt;&lt;li&gt;How will the system integrate with the existing Metro &amp;amp; Municipal service in the area? &amp;nbsp;Will the system use TAP cards? Will it accept transfers? &amp;nbsp;In order to get a meaningful share of trips originating or terminating in the project area, the private shuttle will need to integrate well with the greater Los Angeles Transit System. &amp;nbsp;Connecting with the Universal City Red Line Station is a start, but people want to go places other than those served by the red line.&lt;/li&gt;&lt;li&gt;Fifteen minute headways are inadequate for peak periods. The shuttle route to the Universal City Red Line Station is 2 miles long. &amp;nbsp;This means that two shuttles will run during peak periods, and one shuttle during off-peak. &amp;nbsp;To be more attractive to users, service would have twice the number of shuttles and operate every 7 minutes during peak hours and every 15 minutes during off-peak hours.&lt;/li&gt;&lt;li&gt;Even with the service improvement, ridership on the line will lag. In order to be a effective, a transit line must connect at least two places where people want to go. &amp;nbsp;For example, the Metro 704, 720, and 733 lines all connect downtown LA with Downtown Santa Monica&lt;/li&gt;&lt;li&gt;Those going from much of the project site to downtown Burbank will have to transfer shuttles at the Lakeside Plaza Drive Transit Center. &amp;nbsp;This transfer penalty would mean that few people with a choice between the shuttle and a car would take the shuttle.&lt;/li&gt;&lt;/ol&gt;&lt;br /&gt;Also, they'll buy Metro one (1) articulated bus and operate it for 3 years, and then pay for a portion of operations for another 7 years. (this is measure B-1)&lt;br /&gt;&lt;br /&gt;&lt;b&gt;&lt;span class="Apple-style-span" style="font-size: x-large;"&gt;A more effective traffic mitigation alternative&lt;/span&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;NBC Universal not build a private shuttle system and instead pay a portion of the cost to extend the Metro Rapid 750 line or create a new Metro Rapid line through the site to Burbank, Glendale, and Pasadena. &lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a Station&lt;/li&gt;&lt;li&gt;Universal Studios&lt;/li&gt;&lt;li&gt;Evolution @ Universal City&lt;/li&gt;&lt;li&gt;Warner Brothers Studios&lt;/li&gt;&lt;li&gt;NBC Studios (Alameda)&lt;/li&gt;&lt;li&gt;Burbank Metrolink Station&lt;/li&gt;&lt;li&gt;Downtown Burbank&lt;/li&gt;&lt;li&gt;Downtown Glendale&lt;/li&gt;&lt;li&gt;Americana @ Brand&lt;/li&gt;&lt;li&gt;Eagle Rock&lt;/li&gt;&lt;li&gt;Pasadena Gold Line (Memorial Park Station)&lt;/li&gt;&lt;li&gt;Pasadena City College&lt;/li&gt;&lt;/ul&gt;&lt;div&gt;If the line is an extension of the Metro Rapid line 750, it would also connect:&lt;/div&gt;&lt;div&gt;&lt;ul&gt;&lt;li&gt;Studio City&lt;/li&gt;&lt;li&gt;Sherman Oaks&lt;/li&gt;&lt;li&gt;Sherman Oaks Galleria&lt;/li&gt;&lt;li&gt;Encino&lt;/li&gt;&lt;li&gt;Woodland Hills&lt;/li&gt;&lt;li&gt;Warner Center&lt;/li&gt;&lt;li&gt;Westfield Topanga&lt;/li&gt;&lt;/ul&gt;&lt;div&gt;(as an extension, every other bus from Warner Center may be a short line to Glendale (780 provides connecting service to Pasadena)&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Universal Studios would be at the heart of the 750 extension. &amp;nbsp;If Universal Studios aims to further its position as a regional entertainment destination, it should welcome the opportunity to better connect the district to its employees and patrons. &amp;nbsp;Additionally, Metro Rapid extension allows Evolution employees and residents access to many other places than West Hollywood and Downtown Village'/><title type='text'>Interesting Statistics about Transit Oriented Development in Los Angeles</title><content type='html'>I've been using some Census and Local Employment Dynamics statistics to do some analysis of transit station areas in Los Angeles. &amp;nbsp;My research center at UCLA is working on an expanded project to look at changes in transit station areas over time. &amp;nbsp;In my preliminary work, I've found some interesting bits of information for areas within 1/2 a mile of a Metrorail or Orange Line station:&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;21% of Los Angeles County jobs which pay over $3333/month are in these areas (for 2008)&lt;/li&gt;&lt;li&gt;In 2000, 23% of those living within 1/2 mile of a transit station took transit to work. Tunneling costs around $250 million per mile and stations cost around $200 million a piece.  However, subways dramatically increase accessibility (and land value) within a quarter mile of stations. &amp;nbsp;Putting the station next to underutilized land will create future development pressures. &lt;br /&gt;&lt;br /&gt;What might happen if the Century City subway stop was located at Santa Monica and Avenue of the Stars instead of the current center of Century City at Constellation and Avenue of the Stars?&lt;br /&gt;&lt;br /&gt;The Los Angeles Country Club, to the north of Santa Monica Blvd, has 36 holes. &amp;nbsp;The holes are split into a North Course (north of Wilshire) and a South Course (between Wilshire and Santa Monica). &amp;nbsp;The LACC could reconfigure the South Course to 9 holes and sell the roughly 50 acres that will be within a quarter mile &amp;nbsp;of the Subway Station for development. &lt;br /&gt;&lt;br /&gt;Last week the old 8-acre Robinsons May property next to the site sold for $148.3 million, or about $18.5 million per acre. &amp;nbsp;(incidentally, back in 2007, it sold for $500 million, or $62.5 million per acre). &amp;nbsp;With a subway station, a healthier real estate market, and City of Los Angeles Zoning policies, and inflation the site could probably once again sell for $60 million per acre in 2020 after the subway opens. &amp;nbsp;The Country Club (owned by its members) would get $3 billion , a pretty healthy sum considering 27 of the 36 holes will still be open for play.&lt;br /&gt;&lt;br /&gt;Here's what Century City looks like today:&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: /&gt;&lt;br /&gt;The point is that in 40 years, the Metro Westside Extension Purple Line stop will be in the heart of Century City, regardless of whether it's built at Constellation or Santa Monica. &amp;nbsp;Those in Beverly Hills opposed to having tunnels under their homes today should consider the future effect of a second Century City with little or no roadway capacity increases.&lt;br /&gt;&lt;br /&gt;I believe that the subway should be sited at Constellation and Avenue of the Stars. &amp;nbsp;The point of this post is to illustrate that placing the subway station will have consequences for the future of Century City. &amp;nbsp;Short-sighted and predominantly unfounded arguments that a subway should not be placed under homes will have long-term consequences that will start Bruins for Traffic Relief, a student club founded to promote reliable, quick, and affordable transportation access to and from the UCLA campus. &amp;nbsp;Its now 2.5 years later, Sirinya and I now work at UCLA, and the club is now known as Bruins for Transit. &amp;nbsp;The mission remains the same. &lt;br /&gt;&lt;br /&gt;The group has put together a &lt;a &lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="font-family: Arial;"&gt;&lt;span class="Apple-style-span"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;While many students would love to live in a palatial estate, such as the nearby Playboy Mansion, none can afford it. &amp;nbsp;Instead, students pack into on-campus dorms, near campus apartments, and a variety of neighborhoods in West Los Angeles and Palms. &amp;nbsp;Many prefer North Westwood Village because of its proximity to campus and fellow students. &amp;nbsp;However, because there are far more UCLA students who want (demand) to live near campus than there are available apartments (supply), apartment prices are very high. &amp;nbsp;A failure to build sufficient apartment units to meet this demand has also led to efficient parking problems. &amp;nbsp;Prices are so high that many students choose to double up in bedrooms (considering triple-occupancy dorm rooms are more expensive), or convert dens and other living areas into sleeping areas. &amp;nbsp;Any additional supply of housing units to the neighborhood will help ease affordability issues. Construction costs rise with square footage and space-efficient apartment units allow students and young professionals, who haven't accumulated a household of furniture, to pay less rent. &amp;nbsp;While it is likely that a new construction project will be priced higher than existing apartment units, the new supply will create a cascading effect which will improve affordability at the lower end of the market.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="font-family: Arial;"&gt;&lt;span class="Apple-style-span"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;&lt;br /&gt;&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="font-family: Arial;"&gt;&lt;span class="Apple-style-span"&gt;&lt;span class="Apple-style-span" style="font-size: small;"&gt;Increasing unit occupancy has increased the effective density of North Westwood Village, but has also led to issues with parking. Please be careful!</title><content type='html'>Last night we attended the special Westside Subway Extension meeting where metro discussed the impacts of tunneling under a residential area. &amp;nbsp;Jody Litvak and David Meiger from Metro did an excellent job explaining the need to study 12 potential routings between Century City and Westwood, the testing metro has been doing in the area (seismic, water, and other hazards),&amp;nbsp;how deep the subway would go (70-110 feet below the surface) and how Metro expected no observable surface impacts from tunneling or operations. &lt;br /&gt;&lt;br /&gt;Jody presented a slide on damage to subway systems resulting from earthquakes: there hasn't really been any. &amp;nbsp;Even in the 8.8 Chile earthquake this year, the subway reopened the next day with no tube damage. The surface fared less well. &amp;nbsp;I guess the subway is the place to be during an earthquake.&lt;br /&gt;&lt;br /&gt;(via&amp;nbsp;&lt;a href="http://thesource.metro.net/2010/05/18/how-would-the-westside-subway-extension-tunnel-under-homes/#more-7463"&gt;The Source&lt;/a&gt;)&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://thesource.metro.net/wp-content/uploads/2010/05/Subway4.jpg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" height="478" src="http://thesource.metro.net/wp-content/uploads/2010/05/Subway4.jpg" width="640" /&gt;&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;On the subject of earthquakes, the Santa Monica fault runs along Santa Monica boulevard, which complicates the Santa Monica-Westwood Boulevards routing. &amp;nbsp;It also means that Metro will likely need to reinforce and widen the tunnels where they pass through the faults.&lt;br /&gt;&lt;br /&gt;This meeting was the first time Metro presented the specific properties the different route options would tunnel under. &amp;nbsp;Something I didn't know is that property rights extend to the core of the earth and that metro purchases easements for their tunnel right-of-way. The following two routes are, in my opinion, the most probably routings as they go between the Constellation station in the heart of Century City and the off-street UCLA Lot 36 option in Westwood. &amp;nbsp;Both stations will have higher ridership and lower community impacts than the on-street Santa Monica and Wilshire Blvd options. &amp;nbsp;The routing is subject to change as the engineering process progresses.&lt;br /&gt;&lt;br /&gt;The Direct Option minimizes the distance the subway travels under homes:&lt;br /&gt;&lt;div class="separator" style="clear: both; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;California’s Senate Bill 375 (passed in 2008, sponsored by Senate President Pro tempore&amp;nbsp;&lt;a href="http://dist06.casen.govoffice.com/"&gt;Darrell Steinberg&lt;/a&gt;) is often discussed and frequently misunderstood, even by urban planners.&amp;nbsp; In this entry, I attempt to explain the Act to an audience with no background in urban and regional planning, using fewer than 1000 words.&amp;nbsp; To be up front, I think the goals of SB 375 are good goals, although I could think of many ways to improve upon the language of the bill.&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;For several decades, metropolitan areas in California have engaged in separate processes to plan for housing growth and new transportation infrastructure.&amp;nbsp; A side effect of these separate processes, which have not always been coordinated, is that the transportation system has not always been able to accommodate new growth.&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;Senate Bill 375 requires that regional governments coordinate their regional housing and transportation planning activities into a single process and plan.&amp;nbsp; This plan is known as a Sustainable Communities Strategy.&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;The California Environmental Quality Act (CEQA) requires state and local government agencies to understand the potential environmental impacts of their actions, and, where possible, to lessen the environmental impact of their actions.&amp;nbsp; One of the many actions a local government takes is approving new real estate development projects.&amp;nbsp; For a real estate development, a normal part of the environmental review process has been to examine the effects of traffic coming to and from the development, including the air and noise pollution from that traffic.&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;In the environmental review process, reducing greenhouse gas emissions from transportation is somewhat counterintuitive.&amp;nbsp; When evaluating an individual real estate development, it appears that a local government, or a developer, can reduce the air pollution emitted by a new housing development by building fewer households on a given lot (a decrease in density).&amp;nbsp; However, when all of the greenhouse gas emissions emitted by traffic coming households, businesses, and other buildings around a region are examined, it is found that greenhouse gas emissions are lower per person in areas and regions where households and other buildings are closer together (an increase in density).&amp;nbsp; This is because people drive less, and fewer emissions, when the places they want to go are nearer to each other.&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;Rather than require California local governments and real estate developers to reduce greenhouse gas emissions from traffic going to and from individual buildings, with SB 375, the California legislature decided that a regional plan (the Sustainable Communities Strategy) was the best way to reduce greenhouse gas emissions from traffic.&amp;nbsp; There are three primary reasons for this.&amp;nbsp;&amp;nbsp; The first is that the options to reduce greenhouse gas emissions are most effective at the regional level. The second is that greenhouse gas emissions have local effects, rather than global effects, and are not immediately harmful to local health, unlike other air pollutants.&amp;nbsp; The third, as previously mentioned, is that regional greenhouse gas emissions can be reduced (on a per person basis) when emissions in certain areas are increased.&amp;nbsp;&amp;nbsp;&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;Regional governments have computer simulators that forecast where new real estate development will locate, and how much people will travel between the various places they want to go in a metropolitan area.&amp;nbsp; These computer simulators can also predict what the resulting greenhouse gas emissions will be.&amp;nbsp;&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;When preparing and submitting a Sustainable Communities Strategy, the regional government must use these simulators to demonstrate that their plans will meet or exceed regional targets for per person greenhouse gas emissions reductions.&amp;nbsp; This will require that in the Sustainable Communities Strategy, a region commit to funding transportation infrastructure and implementing transportation policies (in the Regional Transportation Plan), and to steer new housing into areas near transit, jobs, and retail (in the Regional Housing Needs Plan).&amp;nbsp; Specific transportation infrastructure projects could include new highways, but also passenger rail, busways, bikeways, and carpool lanes.&amp;nbsp; Specific transportation policies may include transit improvements, unsubsidized parking, and congestion management.&lt;/div&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"&gt;The Federal Government requires that a Regional Transportation Plan only include projects that the region will be able to fund. It's a great place to watch sports, with dozens of flat panel TVs, and a fun atmosphere.  Its proximity to the future MOS-IV subway stop at 16th &amp;amp; Wilshire and the existing Metro Rapid stop at 14th &amp;amp; Wilshire make The Parlor great destination for those looking to catch a game and ride Metro. &lt;br /&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;However, The Parlor has run into a few legal issues since it applied for a permit to open the top floor for guests.  Here's a summary of the issues currently facing the Parlor:&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;ol&gt;&lt;li&gt;The Parlor is operating without an active parking variance.  A parking variance allows for a business to operate despite the fact that it can't provide the amount of on-site parking required by code.   In fact, the building's parking variance expired in the early 1980's when the Cinch took over the restaurant.&amp;nbsp;Without  a current parking variance, the city can deny a business the right to operate.  The Parlor has no on site parking.&lt;/li&gt;&lt;li&gt;The Parlor has been operating the unpermitted second floor for a while. This increases the capacity of the Parlor over what the expired parking variance would have allowed. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;The Parlor has a &lt;a href="http://www.abc.ca.gov/datport/LQSData.asp?ID=2028003100"&gt;Type 47 liquor permit&lt;/a&gt;, subject to operating restrictions.  A Type 47 permit allows beer, wine, and liquor service at a "bona fide eating place" with a complete food menu (not just sandwiches and salads) where patrons come to have a meal "in good faith" in the absence of loud music or dancing.  Typically, this means that food sales must be at least 65% of total sales, although this rule is not set in stone.  Most restaurants which serve liquor in Santa Monica have this permit type (i.e. El Cholo, Barney's Beanery).  This permit type is generally easier to obtain than a Type 48 Permit, which allows for liquor sales without food (i.e. &lt;a href="http://www.thegaslite.com/"&gt;The Gaslite&lt;/a&gt; or &lt;a href="http://www.zanzibarlive.com/"&gt;Zanzibar&lt;/a&gt;).  &lt;/li&gt;&lt;li&gt;Patrons leaving The Parlor late at night have disrupted neighbors.  This could result in fines and disciplinary action if neighbors file a &lt;a href="http://www.abc.ca.gov/forms/PDFCompl.html"&gt;formal complaint&lt;/a&gt; with the California Department of Alcoholic Beverage Control.  Thus far, community opposition has been focused locally, opposing the operation of the 2nd floor.&lt;/li&gt;&lt;li&gt;The Santa Monica Planning Commission imposed operating restrictions on the Parlor which would make the place operate more like a restaurant than a Sports Bar, and the building owner Parlor has appealed these operating restrictions to the city council. For the all the juicy details, you can see the &lt;a href="http://www01.smgov.net/cityclerk/council/agendas/2009/20091208/s2009120806-A.htm"&gt;Staff Report&lt;/a&gt; and read a &lt;a href="http://www.smdp.com/Articles-c-2009-12-14-66436.113116_Parlor_battle_heats_up.html"&gt;Santa Monica Daily Press article&lt;/a&gt;.  The City Council will take up the issue again in February.&lt;/li&gt;&lt;/ol&gt;&lt;/div&gt;&lt;div&gt;It would seem that from a legal standpoint, the Parlor's challenges are insurmountable.  I doubt they'll continue operating as they currently do.  However, the Parlor's parking variance woes bring up an interesting question: &lt;b&gt;&amp;nbsp;&lt;/b&gt;&lt;br /&gt;&lt;blockquote&gt;&lt;b&gt;Should businesses within 1/4 mile of a high quality transit stop (such as the one at 14th &amp;amp; Wilshire) be required to provide as much parking as businesses outside this zone?&lt;/b&gt;&amp;nbsp; &lt;br /&gt;&lt;/blockquote&gt;New residences in such an area can have required parking waived in many areas of the state.. Concentrating nightlife around transit might generate more social benefit than concentrating other uses around transit. He could go on lengthy diatribes about how this upgrade further positions the system to meet the needs of working professionals (aka the transit choice rider), who would rather leave the driving to Metro while fiddling around on their smartphones during their commutes to work.&lt;br /&gt;&lt;br /&gt;I, on the other hand, would like to take a moment to talk about how this could shape preferences for a particular cell phone provider around the region.&lt;br /&gt;&lt;br /&gt;Right now, my closest friends in LA have split their allegiances amongst a number of providers: Juan is with T-Mobile; our friend Nurit is with AT&amp;amp;T; BeccaKlaus is on Verizon; and I'm sure somebody I know is on Sprint, except I probably don''t call them very often because they're not IN, as in, IN the Verizon network.&lt;br /&gt;&lt;br /&gt;This is because I am IN. I have been a Verizon subscriber for the past six years. And it's certainly not because I love Verizon. Their customer service often leaves something to be desired, and their website is clunky. They charge what I consider an excessive premium to use a Blackberry, so I have stuck to using a phone once touted &lt;a href="http://query.nytimes.com/gst/fullpage.html?res=9503E7D71330F93AA15750C0A9619C8B63&amp;amp;sec=&amp;amp;spon=&amp;amp;pagewanted=2"&gt;by the New York Times for its child-friendliness&lt;/a&gt;.&lt;i&gt; (GPS? Check. Ability to restrict phone calls? Check twice.) &lt;/i&gt;&lt;br /&gt;&lt;br /&gt;But Verizon's actual wireless service has been, in my experience, top-notch. With a Verizon phone, I was actually able to make phone calls while I was a student at Smith, which is located in semi-rural western Massachusetts; while I was working at a nerd camp site in a dense redwood forest; and, most importantly, &lt;b&gt;while I was riding the subway in the DC-metro area.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;That's right, Angelenos: Cell phone reception doesn't always have to die underground like it does right now in LA.&lt;br /&gt;&lt;b&gt;&lt;br /&gt;&lt;/b&gt;&lt;br /&gt;Out in the DC Metro area, Verizon subscribers have been able to use their phones underground for years (&lt;a href="http://www.metro-magazine.com/News/Story/2009/10/D-C-Metro-expands-cell-phone-service-to-20-subway-stations.aspx"&gt;although this has recently been expanded to include three other providers&lt;/a&gt;.) This is one of the reasons why so many of my friends and contacts in the DC Metro area are also on Verizon. (Sprint subscribers with roaming-enabled phones could also use their phones underground, but who knows anyone on Sprint?) And because so many of my friends are on Verizon, I have been reticent to leave Verizon myself. Never mind that I don't really &lt;i&gt;talk&lt;/i&gt; to people on the phone anymore. I just like having the security of knowing that I'll never get slammed with an egregious bill in case I need to have a marathon sob session with Lizzie G during the weekday hours of 6AM and 8:59PM.&lt;br /&gt;&lt;br /&gt;So in conclusion, this whole prospect of an RFP going out to sniff out potential vendors has got me wondering. Who will win? Will underground subway service be limited to just vendor? If so, what criteria will be considered? Gahbauer</title><content type='html'>Brian Taylor, our esteemed professor of Urban Planning at UCLA and transportation finance expert, and John Gahbauer, our favorite transit geek and UCLA colleague, along with Eugene Kim,&amp;nbsp;co-authored a paper on the history of transportation planning in the Wilshire Corridor in Los Angeles. &amp;nbsp;This is a review of their paper, which appears in&amp;nbsp;the &lt;a href="http://jpe.sagepub.com/cgi/content/abstract/29/2/173"&gt;Journal of Planning Education and Research&lt;/a&gt; (requires subscription or library access). &amp;nbsp;I believe you can also visit the &lt;a href="http://www.metro.net/about_us/library/library.htm"&gt;Metro Library&lt;/a&gt; to view a copy.&lt;br /&gt;&lt;br /&gt;Taylor begins by discussing the tendency of politicians to pursue large capital projects in favor of incremental operational improvements. &amp;nbsp;The "monument" or "ribbon-cutting" effects of new capital projects have proven very attractive to politicians. &amp;nbsp;It's difficult to hold a photo-op in front of increased bus frequency, but much easier in front of a subway station:&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://lh3.ggpht.com/_LyM4ebONlNs/SRKEpcdrBZI/AAAAAAAAQgI/q1QGaOdK2K4/s1600/IMG_0075.jpg" imageanchor="1" style="clear: left; float: left; margin-bottom: 1em; margin-right: 1em;"&gt;&lt;img border="0" src="http://lh3.ggpht.com/_LyM4ebONlNs/SRKEpcdrBZI/AAAAAAAAQgI/q1QGaOdK2K4/s640/IMG_0075.jpg" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;/div&gt;&lt;span style="font-size: x-small;"&gt;Post-Measure R Victory Press Conference.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Most transit capital projects are subjected to cost-benefit analysis, but costs are often&amp;nbsp;underestimated&amp;nbsp;and benefits are almost universally overestimated.&lt;br /&gt;&lt;br /&gt;These generalizations are present to varying degrees in the history of the Wilshire Subway. &amp;nbsp;Planning on what will eventually become the Wilshire Subway began in the 1970s, but encountered many hurdles along the way. &amp;nbsp;A&amp;nbsp;giant hurdle was the 1980s prohibition of the use of federal funds to tunnel under Henry Waxman's district in Beverly Hills, which came after a methane deposit under a Ross store exploded and burned for several days. &amp;nbsp;Out of the political negotiations surrounding this ban came the present day Purple line stub at Wilshire &amp;amp; Western. &amp;nbsp;In order to circumvent this ban, planners proposed less cost-effective routes. &amp;nbsp;Taylor shows how these alternate routes, which were never seriously studied, were inferior to the proposed Wilshire route. &lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;a href="http://lh3.ggpht.com/_LyM4ebONlNs/SzhfsQnJMMI/AAAAAAAAheM/hH26VzzJcDI/thinredlineimg1.jpg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" src="http://lh3.ggpht.com/_LyM4ebONlNs/SzhfsQnJMMI/AAAAAAAAheM/hH26VzzJcDI/thinredlineimg1.jpg" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;/div&gt;&lt;span style="font-size: x-small;"&gt;Proposed Southern route&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Taylor argues that the Wilshire Route, along the "linear downtown," is one of the most transit-friendly corridors in the West. &amp;nbsp;With over 100,000 bus riders per day, traffic congestion, expensive parking, high residential density, high peak hour volumes, Wilshire Boulevard is likely the most cost-effective subway corridor in Southern California. &amp;nbsp;There are 7x more workers on the Wilshire foute than the southern alternative along San Vicente &amp;amp; Pico. &amp;nbsp;Later on, Taylor points out that just 3 of nearly a dozen lines which travel on Wilshire (18, 20, and 720) have a combined ridership of 90,033 per day, 1/3 more than the Gold, Green, and Orange lines combined (66,871 per day).&lt;br /&gt;&lt;br /&gt;In 2005, Mayor Antonio Villaraigosa was elected. &amp;nbsp;A strong proponent of the subway, he negotiated with Waxman to lift the ban on&amp;nbsp;tunneling, and took implicit&amp;nbsp;responsibility&amp;nbsp;for any incidents that may arise from tunneling under Wilshire. &amp;nbsp;Villaraigosa and other politicians pushed for Measure R, the voter approved 1/2 cent sales tax which will provide the funding for the first two segments of the subway. &amp;nbsp;Federal loans and grants could build more subway quicker.&lt;br /&gt;&lt;br /&gt;The proposed 2009 route isn't much different from the 1979 route. &lt;br /&gt;&lt;br /&gt;Taylor, Gahbauer, and Kim offer a great overview of the history of the Wilshire Subway in Los Angeles. &amp;nbsp;I learned a lot about the political tumult in the 1980s and early 1990s, and the power of one man, Waxman, to impact the urban form of a city for so many years.&lt;br /&gt;&lt;br /&gt;&lt;i&gt;Side Note: Monorails have been proposed along Wilshire for well over 100 years. &amp;nbsp;They've never been taken seriously, as aerial structures would severely disrupt the nature of the neighborhood.&lt;/i&gt;&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/4977712840909302144-546977452845909575?l=www.lasubwayblog.com' alt='' /&gt;&lt;/div&gt;</content><link rel='replies' type='application/atom+xml' href='http://www.lasubwayblog.com/feeds/546977452845909575/comments/default' title='Post Comments'/><link rel='replies' type='text/html' href='http://www.blogger.com/comment.g?blogID=4977712840909302144&amp;postID=546977452845909575' title='3 Comments'/><link rel='edit' type='application/atom+xml' href='http://www.blogger.com/feeds/4977712840909302144/posts/default/546977452845909575'/><link rel='self' type='application/atom+xml' href='http://www.blogger.com/feeds/4977712840909302144/posts/default/546977452845909575'/><link rel='alternate' type='text/html' href='http://www.lasubwayblog.com/2009/12/thin-red-line-review-of-taylor-kim.html' title='The Thin Red Line: A Review of Taylor, Kim, &amp; Juan and I were one of the 70,000 + people who checked out the festivities along the eight-stop extension. We actually went first to Chinatown to sample some dim sum, then trekked to Union Station, where we got off at several stations along the route to check things out.&lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;i&gt;&lt;a href="http://4.bp.blogspot.com/_5lyeECAmtiw/SwJX-wHsiWI/AAAAAAAACCw/tnJSj14Qb1k/s1600/IMG_0105.JPG" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"&gt;&lt;img border="0" src="http://4.bp.blogspot.com/_5lyeECAmtiw/SwJX-wHsiWI/AAAAAAAACCw/tnJSj14Qb1k/s320/IMG_0105.JPG" /&gt;&lt;/a&gt;&lt;/i&gt;&lt;br /&gt;&lt;/div&gt;&lt;i&gt;Above: Soto Station, which has a bird theme. I'm too much a product of the LA public schools, as I can't tell you what kind of art theory informed this kind of... art (is it a bird? a plane? no, folks, it's just a light rail train.) For instance, our return to Union Station via the Mariachi Plaza was slightly delayed, as Metro staff and security crew held us and probably two dozen other people up by the fare gates until the passengers waiting downstairs for trains departed. SMART!&lt;br /&gt;&lt;br /&gt;Juan and I walked between the distance along 1st Street between Soto Station and Indiana Station in Boyle Heights. But before the headaches kicked in, we also stopped by Mariachi Plaza. There was a huge street fair underway; I was able to get my Metro Gold Line swag (thankyouverymuch); and we listened to Jose Huizar make some comments. We also got tacos from Jim's. (In actuality, the tacos were nothing special - stuff thrown together haphazardly in a fast-food joint setting. I'll get back to you on the pastrami next time.)&lt;br /&gt;&lt;br /&gt;The following day, I went on a VIP tour of the Eastside Extension, but I've had enough blogging for now so I'll save that for another day.&lt;br /&gt;&lt;br /&gt;Ridership on the extension is expected to average 13,000 a day during the week. It's currently down.
